DESCRIPTION:
 
Under the general direction of the Manager, Financial Planning & Performance, the Senior Regulatory & Financial Planning Advisor will primarily be responsible for supporting the business in the preparation of budgeting, forecasting, and long-range planning processes. 

This role provides strategic support on business direction, operating performance, and financial results in support of the organization’s senior leadership team, as well as supports implementation of key business initiatives and strategic input for regulatory forecasting and financial planning purposes. 

This position identifies business trends, recommends courses of action, and may lead the implementation of advances in technology and software to meet changing business needs. This role will also establish a trusted relationship with the business, understanding their needs to bring best in class analytical support, functional expertise, and reporting solutions.
 
DUTIES & RESPONSIBILITIES INCLUDE (but not limited to):

  • Financial analysis and reporting:
    • Guide the business through month-end results, budgeting, forecasting, and the long-range planning process and coordinate planning timelines.
    • Support the preparation of budgets for designated departments, analyze and interpret departmental monthly financial results, prepare the monthly budget variance report and provide additional information and analysis, as required.
    • Maintain and improve complex models supporting reporting consolidation and internal reporting.
    • Advise senior leadership on achieving strategic plans through forecasting processes and throughout the year, assessing resources and deployment challenges, as well as other drivers, using historical results/trends to assess potential outcomes achievable, and lead inquiries received from the business on event-specific triggers.
    • Proactively identify analyses to determine causes of performance deviations from expectations (e.g., inventory levels, capital utilization, staffing levels, and expense controls) and suggest course correcting actions.
    • Support financial scenario modeling for leadership, providing recommended solutions/outcomes within a range of options.
    • Contribute to the development and implementation of process optimization initiatives to improve the timeliness and accuracy of financial reports.
    • Manage ongoing tracking and reporting of departmental FTEs, collaborate with departmental leadership teams to determine annual staff and contractor plans, and facilitate revisions to the organizational structure of departments.
    • Focus on continuous innovation; utilize analytical tools to provide data driven insights.
  • Contribute to regulatory proceedings:
    • Compile, analyze and interpret financial data in preparation for AUC tariff applications and development of revenue requirement;
    • Research, write and/or review and edit AUC and intervenor Information Request (IR) responses for specific departments or for the Company in general; where applicable, must ensure strategic consistency and alignment with responses from all other FortisAlberta departments and the Company’s regulatory strategy generally;
    • Provide extensive support throughout regulatory proceedings and litigation, and in response to subsequent re-filings or AUC directives through research, data analysis and modeling.
    • Provide commentary to senior management on trends and developments with respect to earnings and offer direction on implications and alternatives.
    • Special projects, including assessing and incorporating the impacts of changes in regulatory or financial policies and/or procedures (i.e., USA/MFR, IFRS), and other duties, as assigned.

 
KNOWLEDGE, SKILLS & ABILITIES:

  • Effective verbal and written communication skills including the ability to clearly present information to various audiences in both formal and informal settings.
  • Excellent collaboration and interpersonal skills with customer service mindset.
  • Demonstrated judgment in dealing with sensitive and/or confidential information, particularly in the regulatory process, ongoing budget/payroll management process, and information specific to managing resources in the various departments.
  • Excellent organizational, time management and research/information gathering skills in order to manage multiple priorities and competing demands with tight timelines.
  • Proficient user of computer software applications, including large integrated enterprise resource planning systems, data warehousing and business intelligence tools; familiarity with SAP would be an asset.
  • Demonstrated ability in using MS Office applications (Outlook, Word, Excel, PowerPoint). 

 
EDUCATION & EXPERIENCE: 

  • Degree or Diploma in Commerce or Business Administration with 7 years of financial analysis experience; an equivalent combination of education and experience may be considered.
  • Professional accounting designation (CPA) is required.
  • Experience with budgeting, strategic planning, and financial analysis is required.
  • Technical proficiencies in US GAAP is an asset.
  • Solid understanding of utility ratemaking principles.
  • Experience working in a regulated environment, preferably within the electrical utility industry, would be an asset.
